One of the problems that are now too many competing interests of public demand for recreation. In the 1930s, in the 1950's gambling was not permitted in many places other than racetracks. So, who wants to gamble at the local level, went on the track. Now there are casinos, state lotteries, and many other forms of gambling and recreational facilities.
